			<content:encoded><![CDATA[<p>Environmental pollution, particularly in land fills, from discarded electronic equipment (e-waste) or &#8220;waste electrical and electronic equipment&#8221; (WEEE), has been an increasing concern worldwide.  Pollution occurs due to leakage of hazardous materials contained in the discarded equipment.  The European Union has passed two related regulations to improve e-waste management and to limit the presence of hazardous materials in the waste.</p>
<p>&#13;<br />
One is the Restriction of Hazardous Substances (RoHS) Directive 2002/95/EC (popularly called the Lead free RoHS) which limits the presence of six hazardous materials in electrical and electronic equipment.   The other is the Waste Electrical and Electronic Equipment (WEEE) Directive 2002/96/EC. The WEEE directive aims at minimization of the impact of e-waste on the environment, by increasing re-use and recycling and reducing the amount of WEEE going to landfills. EU members are required to incorporate the provisions of both the RoHS and the WEEE are directives into their individual legislations.</p>
<p>&#13;<br />
Effective August 13, 2005, the WEEE directive, excludes equipment related to state security, arms and ammunition and war materials  However it does cover thirteen categories of e-waste:</p>
<p>&#13;<br />
1.  Large household appliances &#8211; excludes ODS fridges/freezers<br />&#13;<br />
2.  Small household appliances (e.g. toaster, kettle, vacuum cleaner)<br />&#13;<br />
3.  IT and telecommunications equipment<br />&#13;<br />
4.  Consumer equipment (e.g. videos, radio, hi-fi) &#8211; excludes CRTs<br />&#13;<br />
5.  Lighting equipment &#8211; excluding flourescent tubes<br />&#13;<br />
6.  Electrical and electronic tools (e.g. drills, saws, sewing machines)<br />&#13;<br />
7.  Toys, leisure and sports equipment (e.g. electric trains, video games)<br />&#13;<br />
8.  Medical Devices &#8211; excludes contaminated items<br />&#13;<br />
9.  Monitoring and control instruments (e.g. smoke detector, thermostats)<br />&#13;<br />
10. Automatic dispensers (e.g. vending machines)<br />&#13;<br />
11. Cooling equipment including category 10 devices with cooling<br />&#13;<br />
12. Display equipment (CRTs) including plasma and LCD<br />&#13;<br />
13. Gas discharge lamps (e.g. flourescent tubes)</p>
<p>&#13;<br />
The WEEE Directive is based on article 175 of the European Commission (EC) Treaty which established the European Union. This directive makes producers responsible for financing the collection, treatment, and recovery of waste electrical and electronic equipment. It also seeks to oblige distributors to allow consumers to return their waste equipment free of charge. This provision is based on the precept that the polluter should pay and applies irrespective of the selling technique, including distance selling.  </p>
<p>&#13;<br />
Another aspect is the encouragement of product designs that facilitate dismantling and recovery. Producers are also required to provide reuse and treatment information on their products. This is to facilitate the reuse of components and to ensure the correct and environmentally sound treatment of WEEE, including maintenance, upgrade, refurbishment and recycling. EU member states are empowered to include additional products to the WEEE directive.</p>
<p>&#13;<br />
There are also provisions for and minimum standards for authorized collection and recycling sites. The directive also has certain labeling requirements such as the name of the producer, date code and a &#8220;Do Not Landfill&#8221; mark which consists of a crossed out wheel bin with a bar underneath indicating that the product was placed on the market after August 13, 2005.</p>
<p>&#13;<br />
The European Community has taken the lead on environmental issues and often, a role model for other nations. Many nations including the United States and China are considering WEEE legislation. The federal US legislation is expected to be in line with the EU WEEE. However, the draft legislation of the China WEEE, whose details are still sketchy, does not appear to be so. The China WEEE, when it comes, is likely to pose serious challenges for suppliers.</p>

			<content:encoded><![CDATA[<p>Sometimes it’s better to think twice before spending a lot of money on new heavy equipment or construction machinery. You can save an large amount of your investment funds by buying used machinery. But before you get to make such a decision you might want to think it through.</p>
<p>&#13;</p>
<p>Used heavy equipment might be a solution for your business as long as you make sure the used machinery works as it should. Of course, it is used, but used machinery is typically refurbished and has technical reviews. But perhaps your personal experience is better than all that criteria. Even if the used machinery looks just fine, is a famous brand or the seller convinced you about the quality of his or her used machinery, you should get try to test it before you buy it. Always try to test the used machinery before you buy it or have someone to test the used machinery for you. Scrape, dig, lift, dump, push, whatever the vehicle has function for. Go through all the used machinery functions and they all work.</p>
<p>&#13;</p>
<p>Visual inspection is another way of checking the used heavy equipment. Even if you have already made up your mind about buying used heavy machinery, you should be entitled to a good bargain. And a good bargain means you get good quality used heavy equipment for less. Take your time inspecting the used heavy equipment, and try to cover all the important areas. Used heavy equipment paint quality is not critical. However rust is an issue, so try to see if there are any rust patches or holes covered just for “cosmetic” reason. Grab a tool and try pushing or even hitting on suspected areas of the used heavy machinery to see if there is any rust falling on the ground. Slide under the used machinery and  search for leaks. Test the possible leaking problem of the used machinery after you’ve been through the test drive. Also check valves and hoses before the test drive, and see after it if there are any leaks present in these places.</p>
<p>&#13;</p>
<p>The testing shouldn’t stop here. Listen to the engine running for more than a minute or two. Also listen to the hydraulics when the used heavy equipment is performing its special duties. Try to detect any kind weird smells like burning oil or electrical short circuits. When you get behind the wheel or the levers, try to feel if the controls work as they should. However, you should keep in mind one thing: even the new heavy equipment may be faulty at times, which is why you should be prepared to face all problems that may arise with your used machinery, and not just assume the problem was caused by the fact that the machinery was old. </p>
<p>&#13;</p>
<p>As a final advice on your shopping adventure for used heavy equipment, try to avoid buying from individuals that have no knowledge of construction equipment. Construction equipment dealers can often provide maintenance service and warranty with your used heavy equipment that can stretch from 30 to 60 days, making sure that unexpected problems will be dealt with professionally. </p>
<p>&#13;</p>
<p>And, of course, don’t forget to negotiate the price of used heavy equipment. You can find a dealer that is flexible with pricing and negotiation and give you a better deal that a private owner. Good luck shopping for used machinery.   </p>

<p>&#13;</p>
<p>Diamond tools or any other power tools can be potentially dangerous if not used correctly. This article will touch base on a few of the do&#8217;s and don&#8217;ts of general diamond saw blade usage.</p>
<p>&#13;</p>
<p>Things you should check before you begin cutting.<br />&#13;</p>
<p>(Always wear proper safety equipment)</p>
<p>&#13;</p>
<p>1. Make sure the diamond blade has no damage to it (shipping or previous use) before mounting on your saw.</p>
<p>&#13;</p>
<p>2. Make sure the arrow indicates the correct rotation direction when mounting on the saw, if you put a diamond blade on backwards the efficiency will be greatly reduced and you will not get the full life out of the saw blade.</p>
<p>&#13;</p>
<p>3. Tighten the flanges (plates that hold the diamond blade on the crank shaft) to avoid the blade from slipping during the cut and to ensure full cutting performance.</p>
<p>&#13;</p>
<p>4. If you are using a wet cutting saw, make sure the waterways are clean and unobstructed to prevent overheating of the diamond blade and to clear the cut of any slurry. (cutting material left behind during the cutting process)</p>
<p>&#13;</p>
<p>5. Make sure you know the correct RPM speed of the blade and use the saw accordingly.</p>
<p>&#13;</p>
<p>6. Wear respiratory safety gear to avoid breathing any potentially hazardrous air born dust cause by cutting. (Even when wet cutting, it is always recommended to wear all the proper safety equipment)</p>
<p>&#13;</p>
<p>7. Make sure the diamond blade still has cutting segments! All diamond blades have a welding line, whether it be laser welded or sintered there is always about 1mm of useless segments. Check your diamond blade periodically when you notice the segments are nearly worn. By cutting with useless segments you can damage your cutting saw.</p>
<p>&#13;</p>
<p>Tips to ensure correct cutting procedures.</p>
<p>&#13;</p>
<p>1. Make sure your saw has proper maintennance: Check the flanges, crank shaft (arbor), bearings, belts, filters, oil, etc.</p>
<p>&#13;</p>
<p>2. Make sure your cutting saw&#8217;s arbor shaft spins on a true axis. A shaft than has any type of wobbling will greatly reduce the life of your diamond tool.</p>
<p>&#13;</p>
<p>3. Use light to medium pressure when cutting, allow the diamond blade to push through the material at a safe speed.</p>
<p>&#13;</p>
<p>4. Never apply excessive pressure or you may overheat the diamond blade or worse yet, throw a segment which can be potentially fatal considering the RPMs at which the saw runs.</p>
<p>&#13;</p>
<p>5. Make sure your time blade has enough diamonds protruding on the surface or it will not cut effectively. Common cause of this is cutting a material that is too hard for the diamond blade&#8217;s bond. You can cut highly abrasive materials to resharpen the diamond blade, such as asphalt or abrasive cinderblock.</p>
<p>&#13;</p>
<p>6. Make shallow cuts in the material you are cutting. For example, if you need to cut 4 inches deep you should cut in 2 passes. The 1st pass at 2&#8243; deep and the second pass at the full 4&#8243; depth to avoid overheating and extend the diamond blade&#8217;s life duration significantly.</p>
<p>&#13;</p>
<p>7. Never use a diamond blade for grinding materials. A diamond blade should ONLY be used to make straight cuts, if you try to cut in curves it is very likely that the diamond blade will get stuck or break a segment and send it flying at dangerous speeds. At the very least, the blade will wear unevenly and overheat (since the diamond segments lose their width they also lose their potential to retain heat, thinner objects overheat much faster)</p>
<p>&#13;</p>
<p>8. Make sure the diamond blades is not bent, this is a hazard since it could get caught in the cut and throw segments.</p>
<p>&#13;</p>
<p>9. Never stand in front of the saw, it can send the cutting material forth at high speeds and potentially cause injury.</p>
<p>&#13;</p>
<p>10. Use the diamond blade only on materials it is specifically manufactured for. Using the wrong diamond blade on specific materials can cause segment loss, smoothing of the segments (causing it to cut very slow and ineffective), extremely fast wear or not cut at all.</p>
<p>&#13;</p>
<p>If you follow these simple steps you&#8217;ll save time and money through the effective use of diamond blades and save yourself lots of grief or possibly injury in worst case scenarios</p>
<p>&#13;</p>

			<content:encoded><![CDATA[<p>Levels in their basic form have been used for thousands of years. Ancient South American Indians used a crude form of the level, utilizing water in a bowl to form a bubble, to design and build their irrigation canals. Modern researchers have marveled at the engineering of these canals, none of which would have been possible without the use of a level. Since then this handy tool has evolved into the implement we see today in most do-it-yourselfers tool boxes, as well as the larger commercial job sites. </p>

<p>Without the common level as we know it we would be seriously challenged to build above one-story without fear of the whole structure coming down on our heads. In this article I intend to cover some of the types of levels in use today as well their care and storage.</p>
<p>&#13;</p>
<p>Types of Levels</p>
<p>&#13;</p>
<p>Wood, aluminum, or magnesium is the materials commonly used to make most levels. During the 1800&#8242;s these tools were often made using iron as the frame. The better wood-framed devices were made using beech and oak, with teak being used for the highest-quality levels.</p>
<p>&#13;</p>
<p>Shortest of all is the line level, which is used suspended from a string that has been pulled taut. This is done for long-span leveling, as in road grading or foundation work on homes or buildings. </p>
<p>&#13;</p>
<p>Longest of all is the mason&#8217;s level, typically four feet long (although some models today range up to eight feet in length ) and used to cover broad spans in concrete work to show which cement blocks need adjusting, </p>
<p>&#13;</p>
<p>The carpenter&#8217;s level is about two feet long and is equipped with both plumb vials for checking vertical surfaces and level vials for checking horizontal surfaces.</p>
<p>&#13;</p>
<p>The torpedo level is popular and handy in that it fits where its longer cousins won&#8217;t. It is also equipped with both plumb and level vials.</p>

<p>Taking Care of A Level.</p>

<p>Although having no moving parts a level is still susceptible to damage caused by rough handling or neglect. Considering the price of a quality level it is in ones best interest to take care of it. A simple wipe down and keeping it stored in a carrying case is more than enough to keep most levels on the job for decades.</p>

<p>Few jobs could be completed without this humble, but necessary implement. Whatever the job there is a level available to aid in the completion of it. Choose the right one, take care it and it will take care of you for years to come.</p>

<p>The approach of spring often encourages homeowners to start considering home improvements and repairs. However, before you start getting out the hammer and nails or hiring a contractor consider if your home improvements may be eligible for a  home improvement tax deduction.</p>
<p>The first thing the homeowner must understand is the difference between a home improvement and a home repair. Simply put, a home repair is classified as fixing a problem. For example, repairing a hole in the roof, fixing a leak or repainting a room would be considered repairs. On the other hand, remodeling a kitchen, adding a couple of rooms, building a garage or installing a swimming pool would be classed as improvements. These improvements add to the living amenity of the homes owners and usually add value to the home.</p>
<p>The Internal Revenue Service sets out strict guidelines on how a homeowner can claim a home improvement tax deduction. It is strongly recommended that before you hire a contractor or start any home improvement works that you obtain advice from you tax consultant or from the local office of the IRS</p>
<p>Tax deductions for home improvements can fall into any of several different categories. A medical condition that required providing disabled access to home would normally be classed as a home improvement. </p>
<p>There is a special home improvement tax deduction for victims of Hurricane Katrina. Consult with the IRS regarding the Katrina Emergency Tax Relief Act as it increases the permitted qualifying home improvement loans.</p>
<p>If you are planning a home improvement to an area of your home that is in need of repair you may be able to include the repair as an improvement. The Tax Act states that where a repair is carried out in the same area of the home that is being remodeled then the repair can be included as part of the improvement project. So, if you are planning on remodeling your kitchen dont forget to take care of the leaking pipes at the same time and claim the entire project as a deduction.</p>
<p>Tax Credits vs Tax Deduction</p>
<p>Tax credits can also provide significant savings to the homeowner. Whilst a tax deduction for home improvement can reduce the amount of income on which tax is payable, a tax credit directly reduces the tax itself. Tax credits are available for many types of home improvements. For example, installing insulation, adding energy-efficient windows, and some types of highly efficient equipment for cooling and heating, and solar water heating may all qualify for tax credits.</p>
<p>The IRS has many helpful publications to assist homeowners who are about to embark on home improvements so a visit to their website or calling into a branch office will usually provide the homeowner with a wealth of information.</p>
<p>And when you begin your home improvements remember to maintain accurate records of spending and save all receipts  this will assist you enormously when the time comes to claim your  home improvement tax deduction. </p>
